could be loads of things mate. have a search, i had the same fault on my old saxo and it was the stepper motor/idle control

i replaced the idle control sensor as i thought it was that ... but no joy sadly :(

theres a sticky somewhere about it mate, if youve tried the stepper motor could be the coilpack or one of the sensors
