That is a very good monitor, i know as my auntie has it for her TV but the bigger version, i think it looks the shniz aswell, mounted on a wall in the office? (if you have one)
If its just normal bedroom PC and TV i would personally try stretch bigger screen size!

cant go on wall, im at uni so cant do anything to the walls in this room. lol
for a PC, more than 22 would be a bit silly wouldnt it?
however, fire up some suggestions with links etc and ill have a look :)

Personally i dont think mroe then 22 is a bad idea, if it is going to be used as a TV aswell! The one you posted doesn't appear to be HD ready either?
To be honest nothing wrong with second hand TV's!

it cant be too big, as i dont think i have too much room next year in my room, so has to fit.

Seems very good, samsungs and LG are the leading brands..
bit of advice, look for high contrasts, 3000:1 is very good! and low reponse times.. 2ms etc
Overclockers have a good range of monitors.

because the screen is too small to notice the increase in pixels!

That TV is not HD ready otherwise they would have stated it, if you deffinatly wnat 22 then you may aswell go for it as it looks the bolocks persoanlly, you mentioned your a student so you probs wont have any HD signal coming it if tis just a PC monitor and TV so doesnt atter as much, fi you have a 360 in all honesty on screen that small not sure you will notice any diffrence, tis by far one of the nciest TV's out there love the white version though!
Try save some dollah and try ebay http://search.ebay.co.uk/search/search.dll?from=R40&_trksid=m37&satitle=SM2232BW
