fast idle? how to set it? what do you mean buy it?

i have heard people say "leave it on fast idle"
whats this all about? how is it set if it even is such a thing?

erm, when doing an MOT test the the emmissons computer asks the tester to raise the car to fast idle, which is crusing speed around 3000 RPM.

so you just stick your foot on the pedal or pull on the cable. there is no "switch" to fast idle?
