power steering fault

hi guys my mates just got a westcost and the power steerng stops working and the heater then he hits a bump and it works again,think might be fuse,wiring fault.changed pump but was still the same any ideas any1 of what it could be.wanted also a 1.4 1998 westcoast gearbox.
