the steering has gone tight but the fluid levels is at its maximum level. what could be wrong with it?

it sounds like the leccy power steering pump thats gone, its near your passenger wheel arch and its a common fault, it's best not to get a second hander because they can all carry the same problem, but, not all will, it depends on your budget
