no its not and if done well they look just as good as the ones you can buy.

you dont touch the glass or the actual reflective part

get it opened up take the silver plastic surround out and spray it black but DONT spray the reflective parts on it and it will remain legal

I bought some from someone who sprayed them themselves and they fell apart after a little while so i had to fork out for some brand new ones which i love!!

Id just buy some new ones if i was you :)
