Also it will be legal for me to use the number plate on the car?...

DVLA website? pretty sure you enter a word/name or phrase and they show you what plates with said word/phrase/name and the price range they are

he means to make the number plates rather than buying the rights to one.

If you google number plates it'll defo come up with some people. Ebay will be on there i would think too. If the number plate is in a font other than standard, has a background and/or is incorrectly spaced then it will technically be illigal.#
