My mate has just brought a 106 XSI 1.4.

He is going to set the tappets but unsure where to put the feeler gauge, does it go between the cam lobe and rocker shaft or between the top of the valve and rocker shaft??

Also it hesitates when under little throttle, any idea what this could be??

The hesitation could be an ecu problem or something simple like spark plug or ht leads or maybe fuel filter is clogged or fuel lines just try things really.

Im unsure on the feeler gauge though i know on a vts etc it goes between the cam and the valve cant remember about my old xsi though sorry

It doesn't go between the cam on the valve on a VTS mate, they're hydraulic lifters ;)

You insert the gauge between the valve tip and rocker shaft.

Gaps are 0.4mm on the inlet side and 0.2mm on the exhaust IIRC, though check Haynes on that as it might be t'other way round! Always do them with the engine cold and make sure you get the sequence right like it says in the manual. Oh, and rotate the engine using the BOTTOM pulley. Using the top one can stress the cambelt out and cause it to jump when you next run the engine...that'll make a louder tapping sound than you currently have!

As for the hesistating, is this under load or under steady throttle?

under steady throttle and its on a 1.4 XSI that my mate has brought not a VTS!
