You mean Xbox Live? Yes, it is possible to get a 12 month subscription for around that price.

Go to a shop and buy one! It comes in a normal game case, but has a card inside instead. On the back, scratch off the foil (like a scratch card) which will reveal a code that you then enter on your xbox. Its easy.
