im looking to start up very soon and fancying a Nikon D40, should have a look at these mate, they are apparantly a great started SLR and have alot of brilliant features etc. can pick them up for around £250 and some of the pics that ive seen taken by them are unreal :o)
my local college is doing a free course on digital photography on a night. which im looking into doing. you get 30uni credits for competing it :) should have a look about to see whats on offer around your parts

i believe the glass is more important than the body so a cheap canon 400D would be a good starter imo
also look at the 1000D and 450D if you want to buy brand spanking new

D40 is arguably better than a D60 and a hell of a lot cheaper. You cannot go wrong with a Nikon D40 and even the stock lens is more than suitable for beginner shots. D40's also take SD cards so memory is SUPER cheap for them.
