Lift up some carpets check for rust, it shouldn't have any it being a mk2 but you never know. Check the underneath of the car for excessive rusting, remember it will be slightly rusty under there, check that the engine turns over nice without any strange noises, check that it idles correctly, check if the exhaust is blowing by holding a cloth on the exhaust tip while someone looks underneath for smoke leaks.
Someone will be able to go into more depth with VTRs but they are general checks for second hand cars.

Cheers, should there be rusting in the engine bay?

It depends if you mean on the engine or the engine bay, the engine bay may have slight surface rust here and there. The engine shouldn't have any at all, discoloured of course rust no. Typical dealer lol

get a pound coin and run it along all the joints. eg. where the boot meets the side panels. the gap should be the same the whole way along. if the gap gets bigger or smaller then the car has probably been crashed or damaged somehow

Have never tried this, seems like a good test :y:
rocker covers on the engine may have rust on a little bit, there quite common to it. check all the body pannels line up, and vt kit clips all hold well, as they usually come loose. Look at the exhaust all the way along, most mk2's the cat is in the manifold, try and see if it looks newish. make sure there is a locking wheel nut key, make sure arch liners are secure as they come loose, theres quite a few missing the eyebrows under the lights, check there secure, look for scoring/used discs through the alloys, tyre tread depth, Check the clock works, when driving watch the temperature, should stick at about just under half, then sitting still will go just above and fan should kick in. theres loads to considder, most just general, like annoying rattles etc, anything you can knock a few quid off for.
My vtr hasnt got a ecu cover...

Untill you scratch the paint work with the coin and get made to buy the car.:P
You should look at the pannel gaps tho and make sure the doors ect shut ok.
