problem with 98 vtr brakes??

when i hit the brakes, the rear locks up and shoots me to the right - left and then like normal straight, it is very random.

how much will a supersprint race pipe will increase bhp, with janspeed back box and the standord manifold?
im thinkin about getting the throttle body polished?
