Make then aware you're going to be sending the same complaint to the Independent Police Complaints Commision (http://www.ipcc.gov.uk/)

Should be overturned pretty quickly.

If not follow through, send it to the IPCC & challenge it in court.

All police cars are now fitted with video recording equipment, when you are pulled for things like no seat belt. The video device should be set to record, this is so that you can't dispute the fact and also to prove that you put it on after noticing the police.

But also as advised, raise this with the officers superior and advise that you will be taking this to the police complaints commision and also request to see the video footage.
