my mate has just got 2 400w 10" subs but he needs a amp(s) for them!
is buying 2 amps best or going for one big one? or is that not possible? if it is will it need to be 6+ channel?
and also if he goes for 2 small ones are 2 channel amps able to power subs or will they have to be 4?

2channel amps are able to power a sub, even 2 if it supports 1 ohm load (or even 0.5 ohm load)

first of all find out the RMS rating of the sub, peak power figures are nonsense.
He has many choices, i would always go for one when powering subs unless they are seriously power hungry, these are not.
He could go for one 4 channel amp and bridge 2 channesl to power each sub. Or he goes for an amp that has a single channel and can drive down to 2 ohms, then wire the subs like:
