On the back two the hub is covered up, but on the front two wheels the hub is visable.

will water get into it and ruin the bearings?

The simple answer is nothing to worry about,the rear wheels on some cars have Drum brakes meaning the little cover you refer too is pressed into the brake drum keeping out dust/crap etc.Now on the front wheels you have Driveshafts which are set up differently in that you have an inner & outer CV joint which are protected by a rubbers gaiters inside the gaiters is grease.You only need to worry if either of these gaiters split allowing the grease to escape,hence the lack of dust caps on the front wheels.
