If your using a trailor to transport it then no.
Trackcar is a widely used term, on here it just means a car thats used on track. So most 'track cars' on here are MOT'ed and Road Legal.

Some tracks require cars to be road legal, eg not exceeding certain noise levels.

No to either if trailored, however it needs to be safe/deemed acceptable to go ont rack

so, if i am looking for a cheap saxo vts/vtr for a track car, what the best way to go about it?

If you can justify trailoring it about then would save you the hassle of MOT and TAX.
But that means a trailor is needed and a car to tow it.
Failing that just get a cheap car like you said and MOT/TAX it, drive it to trackdays. Thats what most peoples do here.

VTR with a decent brake suspension set up would be far more fun on a smaller twisty track than a standard VTS though
Also if this guy's going in as a novice then an 8v would be a good way to wean himself into it!

Do the same upgrades to a vts and it will be much better to drive, 8vs just dont have enough puff.
Novices can do novice sessions in any car, being in a slower car can be more dangerous as you have to be ever more wary of holding up people and everyone flying past.
