Not much of a mechanic if he says adjusting tappets is a hard job.
Rocker cover gasket isnt expensive nor is it hard to fit:y:

Not hard at all, i adjusted mine in around 15 minutes and it is always best to replace the rocker gasket which is about a tenner from your local motor supplies.

Gasket just slips on, the tappets are piss easy to do aswell have a search mate theres a guide somewhere me thinks.
Gasket (http://cgi.ebay.co.uk/Peugeot-Citroen-rocker-cover-gasket_W0QQitemZ190334503332QQcmdZViewItemQQptZUK_ CarsParts_Vehicles_CarParts_SM?hash=item2c50d209a4&_trksid=p3286.c0.m14)

gasket dosent need replacing but its advisable if its an old one and you havnt changed it before, if its abit dry then change the gasket. if you do them yourself just take your time with them, there easy to do but easy to mes up if you rush them
