Is your cousin registered disabled to be able to drive at 16? My brother started taking lessons at 16 too.

because they are registered Disabled and obviously you have got to claim any disabilities when applying for a licence.

most disabled peoples cars are adapted to suit their needs. its not suitable for some disabled people (depending on their situation) to use public transport so private adapted transport is their only choice.
