Aye the ring around the dipped should be lit with sidelights and dipped beam.
Did you wire it up right?
Has it always been like that?
I dont know how to wire them like, there will be a guide somewhere though :y:
Dont have a clue about bulbs, think you get replacement rings on ebay but i could be wrong

there should be a black and red wire from each ring, so 2 blacks and 2 reds on each side. join them together (so both red together and both black together) and then connect to the sidelights. like so:
and i use these bulbs in my dipped beam and full beam http://www.autobulbsdirect.co.uk/H1-ABD-12V-55W-Xenon-Ice-Blue-Bulbs-pair.html....very blue/white, bright, and cheap :)

hmmm strange. are they 2nd hand or new?
could test the outer ring by wiring each ring in seperately, so the inner ring, then the outer ring, and seeing if it works that way, then you will know if its the ring itself or something else.

yeahh wouldnt mess with electrics in the rain lol...and i would definately mention it to the person that you bought them from, because they will definately know if one isnt working. but the fact its the outer ring on both sides makes it even more strange :S

not sure what you can do tbh. i think if they were advertised as in working order and they're not in working order i dont really know where you stand.
not sure if you can claim your money back through paypal :S

i really doubt they broke in the post considering they are built to be robust as they are fitted to vehicles so bounce around when on your car just as much as they would do in a delivery van.
also the rings are probably the most robust part of them as they are just LED's and a plastic tube! and for both sides to be fooked as well.
i would open a paypal dispute personally.
