Problems with the radiator

When i bought the car it had been in a front end smash nothing serious just new healights, bonnet etc.

Well as i turn ignition on there is no temp light that comes on everything else comes on oil light etc, My fan also never seems to work so its always overheating. But i cant see when it actually is because the light doesnt work or the fan.

So i had a look at the radiator and seen that the wires have been cut at the back of the radiator? this cant right can it? its a MK2 1.1 any help would be great!

he works down flag yard, you know if you go down quay road heading towards scarb roundabout you see the carpet place on ya right then then theres shyre 4X4 hes just the next left turn
