rubbing compound

iv got a pois blue car and below the side strips it is a darker shade of blue i was wondering will rubbing compound brighten the darker up? or will it make the lighter blue darker?

my posi blue flatarch looked like that, i think its just the angle of the pannle under the bump strips

Has it been re-sprayed??? Poor colour match?? If so there is nothing you can do about it unless you take it to a bodyshop who know what they are doing.
