Water companies usually come out and fix for free don't they?

is it like a bath tap or a brass valve ?
you might find that the tap needs a good hit down maybe its not making contact to the top of the tap which closes it.
but if its a valve will need to know if its a ball or gate valve. Expecting it to be a gate valve.

my other half is a plumber and he said you have more than likely snapped the gland in the tap, so you need a new tap or replace the part.

turn your water off, get a adjustable spanner and take apart the top of the tap its hould easily undo then like the top of the tap will come off at the bottom of it there will be a rubber if there isn't one then thats your problem. if there is then it could just be nackard but you can get new taps for under a fiver theses days
