Problems with mates fiesta

I no it's not a saxo lol but my mates fiesta is a bit fucked. It's a 1996 p reg, and the car will rev by itself sometimes up to about 4000 rpm. Also everytime he brakes the car will stall. I just want to find out some more info before i go and have a look at it this afternoon. Possibly ICV?

its a 1.25 16v zetec s. Just spoke to him, said it hasn't been serviced in a while as in a long time its jutst a cheap run around. So a good service might sort it?
