Torsion bar lowering in cardiff area?

Hey, Just wandering if there is anyone in the cardiff or surroundings areas that can lower my torsion bar? and how much also to fit Suspension kit as soon as i get paid which is @ the end off the month

I had an ask around some local garages but no one will do it!

any help appreciated!
