It's the heater power steering fix. Search it. It involves simply bridging one of the wires below the steering column

If you remove the barrel from steering column, you will see it is basically two halves. Front piece is metal which holds the key and back piece which is plastic. ( it is the plastic part which will have probably melted. It did on mine) The two pieces are held together by a small torx screw. Undo the screw seperate the two halves about an inch and lift out the plastic bit which has the wires attached to it. Now you should find that the key will turn in the metal part of the barrel. I have managed to pick the plastic part up from my local scrap yard for a fiver. Put it all back together, and it has worked fine now for over two years. Citreon wont sell you the plastic part, only complete barrel and new key. When I asked about new barrel and key, they wanted £140.00
Cant repeat what I thought of them, so I did it myself. Good luck.

Is your saxo mk1 or mk2 ? If mk1 I could try and tell you how it is done. And by plastic cover, I assume you mean the cover under the steering column ?
