Not really. I'd go with something like spring/top mount setup

do the bounce test. Bounce the corner a couple of times then let it do it on its own. If the shocker has failed then it will go up and down a lot more frequently than a shocker that is working

The springs are naturally going to want to push the bottom and top spring pans apart - it's the damper that's stopping this happen.
So if the damper had no oil in it for example, then the spring would still want to push the top and bottom pans apart.
The only situation where a damper would cause one side to be lower was if the damper in the higher side had broke so the distance between the top mount and the damper shaft/body point increased, maybe some sort of internal stop failed or something? I'm only guessing here but I would really doubt that a bad damper would compress with enough force to counter the spring wanting to expand itself. Willing to be proved wrong though.
Sounds like the best course of action is to remove both struts and check them over.
