Koni, hands down without a shadow of a doubt. Completely different league to the cheap and cheerful G-Max

konis are very good quality but tbh i think standards better, even with them on hard i found the car bouncy. My mate has them on his VTR and his are also bouncy regardless of damping setting.

Spax 40mm springs + standard shocks ftw if its not going on track lol

usually the standard dampers are too underdamped for spax springs. I'd go for Eibach pro-kit progressive springs (http://www.kamracing.co.uk/index.php/citroen/citroen-saxo/saxo-suspension/lowering-springs/eibach-pro-kit-springs-citroen-saxo.html) for a superior ride given the choice.
The spax kits are best as a package, the adjustable dampers good as you can run them soft for everyday use when comfort is more important than the ultimate in go-kart handling. For non adjustable it has to be apex (http://www.kamracing.co.uk/index.php/citroen/citroen-saxo/saxo-suspension/suspension-kits/apex-sports-suspension-kit-citroen-saxo-50mm.html).
Koni are far superior to G-Max, but their adjustable dampers are not always the easiest to set on the car. Many rear dampers have to come off, you then compress fully and twist. Compared to the Spax (http://www.kamracing.co.uk/index.php/citroen/citroen-saxo/saxo-suspension/suspension-kits/citroen-saxo-1-4-1-5d-1-6-vtr-1-6-16v-vts-spax-psx-suspension-kit-50mm.html) ease of a quick turn with a screwdriver its annoying..

All the h&r kits i have seen in this world have been pieces of perfection. Remote reservoirs The whole shabang.
Those ones look a bit mediocare to say the least lol.
H&R do a lot of DTM stuff

I have heard (and seen) a lot of bad things about spax springs shearing. Would you say spax dampers with eibach springs would work well together?

They would probably work well with the sportline kit but its not something we've seen customers do. Most who go for the eibach's spend a bit more on dampers and get the Bilstein B8's. The eibach springs are pretty much at the forefront of spring manufacture and I would say use the best materials and design techniques.

I will probably save up for b8's. It will take longer but i'd rather have the best of a few things, than lots of average
