I took out my policy in April of this year on a provisional. I then changed the policy to a full licence when i passed in June of this year.

My question to you is, do i get a years no claims when i took the policy out in April or when i changed it in june?

When you changed it I think mate.

Don't think you get NCB on a Provisional.

if you keep the policy then you will get it for when you took it out, i didnt do this as it put my insurance up to much so had to cancel it, just think as it as if you updating insurance, still from the renewal date
