Over/under revving

Could this be...

Cams or mapped etc?

Ive replaced ICV and Throttle body and still no luck, dont know the history of the car at all

But!

The airbox i took off was all broken where everything connects and all the screw tabs were broken, suggesting this has been off before.

the downpipe doesnt line up with the cat, suggesting its been off before

The exhasut that was on was attached rather awfully, and fell off

Is it possible, the cars had mods and been remapped, then had the mods took off for sale? and that removing the mods has thrown the map out the window

Im really clutching at straws now

Ask the previous owner first.
Check and clean all sensors
The airbox and pipe work must be sealed so no air leaks.
Same with the exhaust, check for leaks.
