Yes though no such kit is road legal. Legally speaking you have also to inform your insurance company if any modification has rendered you car not road legal. So most people don't tell them or just lie though that is a questionably thing to do and I would nor recommend it.

H4 xenon bulbs are the high/low ones and fit into standard headlights but you need to go and get a full setup with balasts and stuff if you want the propa ones, think philly_B sells them for around £60 for a full setup

its not lagal to fit hid
and if you wont tel them in case of any crash accident/claim
if they will fin out ( and they will) its breach of inurance policy and you wont get mony wich is only fear

and yes any modification it have to be notify by insurance company or they will make every think to stop money for you.
and lets face it we are nothing to them so why to risk
