i have posted, numerous times on how to do this.
i get asked nearly every day, and respond to all!
search and ye will find!

but seriously, chalking is getting wayyy too common now!

i tried a tonne of ways of doing it!
best way i found, which id did the whole car in, in the end was

clean the surface and spray with a matte black rattle can
use a light scotch pad to rub over the matte black, only lightly
roller the chalkboard paint on, a little goes ALONG way!
its thicker than people think, i have 3-4 coats on mine and i took a hedge strimmer to it and it barly made a scratch! did it on my supervisors car, normal paint work and it stripped it too metal.

between coats, id allow about an hour to dry!
dont let anyway draw on i for 2-3 days though so its dry all the way through!

wet it rains, it will look gloss, as it absorbs moisture
it dries in minutes
the rain will clean it so you dont have too.

if you want to take it off, use a sharp blade and scrape it off...when you get to the matte that will flake off in a jet wash if your tough enough.

yeah i know how to do it mate just needed to know about between coats
see i gave it the 2nd coat without sanding i just rollered straight over the top
and i was told by someone last nite i should have sanded it over lightly first
just wondered if i did it right

its rough and tough enough to give a good coat for the next one!
the hole point of "keying" the surface, is to give the next coat something to grip onto.
but as its not a soft/smooth finish anyway, it works fine. just make sure its dry.
