They are cheap because they are OE pads not uprated ones.

what about the discs? and so they wont be an upgrade on the standard set up then?

not at all. Nothing wrong with plain discs. They will last longer

it is if your old discs/pads were sevrely worn down and rubbing on nothing.

again those are standard pads. You will not notice any difference whatsoever.
Buy a suspension kit (http://www.kamracing.co.uk/index.php/citroen/citroen-saxo/saxo-suspension/suspension-kits/apex-sports-suspension-kit-citroen-saxo-50mm.html) if you want to improve your stopping distance.

ive already got that setup mate lol so what can i do to improve braking with out going bigger discs??

A big disc will improve heat capacity. A caliper further from the fulcrum will allow less effort at the pedal to apply maximum pressure.

To increase the maximum pressure you need to improve the co-efficient of friction between the tyre and the road surface. You will need a softer and more grippy compound tyre, stiff suspension to limit weight transfer forward (less weight transfer will not overload the tyre friction under heavy braking), remove weight from the vehicle.
A better pad will cope with heat better, and will be more consistent, and will have a greater initial bite so can help in response time but its not really going to massively reduce braking distance
