What do you use to cut them down?

Err... the cutting type...
Little hacksaw should do it and some sandpaper to smooth bits.

I think it's illegal mate because you will end up cutting the E mark off. Which I think would makes it illegal.
I'm sure I read this on here once but don't quote me on it

Keep a 11mm minimum gap between edge & letters as well as BS number to keep it legal.
