Current TAX laws ( off the road )

Tax runs out on the impreza end of next month , I heard they were changing it so that you had an automated fine if you dont buy the next tax disc and dont declare your car off the road , Is this true ?

if it has tax it must be insured if not then SORN it or get a fine.

Currently, a car needs to be either taxed or declared SORN as it is, but soon, I don't know when exactly, but any car that is taxed will have to be insured as well. It's fine if it's SORN though.
