wheres the option in the user cp to edit signatures?

want to put this as my sig

i (ClumpyVtR) have sent numerous pm's and post reports in regards to members spamming the forums, for example a member here got his post count to 101 in 16 hours.

down the side under settings and options in the user cp, not sure how long youve been registered but iirc you need to have been a member 30 days to get signature and own avatar privilege :y:
