Unlocked ECU ?? (with picture)

Does this mean my ECU is unlocked ?? If not, where can I find the plug which needs unplugging?? :wacko:

i cant see a picture and if you search you find out how to unlock them its covered loads of times

I'll post the picture again. It's a plug missing at the front of the fuse box underneath the glove box.
