One light brighter than the other

I fitted new bulbs the other day and ones brighter than the other they are both brand new bulbs, Also if i swap the bulbs around the one is still brighter than the other. Drivers side if the bright one and the passenger side is duller.

Any ideas?

If you're standing in front of them looking straight at them, the drivers side will appear brighter. This is because of the light pattern, as the edges of them will angle up away from other cars (probably where you're standing).

Try looking at the pattern at night on the road, and see then!
