lack of power between 3-5k rmp

Afternoon all! My mate has got a 106 1.1 spi. It has a really bad idle very lumpy and bounces all over the space but when the icv is disconnected its fine. When he first pulls away it drives normal but once he hits 3k rpm its very slow and under powered all the way to 5k after 5k it then pulls fine until it hits the limiter. He also said its drinking fuel and some days it runs totally fine. Any halp would be appreciated.

lambda sensor? could possibly be map sensor if the car has one

i was thinking its sensor related, i told my mate to get a new lamba sensor but will now see if they have map sensors.
