Could still be a wheel bearing.
The noise is only heard when there is a load on the bearing.
With the front wheel / wheels off the ground grab each front wheel in turn at 9 o'clock & 3 o'clock and twist back and forth while pulling on it.
Then the same while pushing.
Does it feel different?
Can you hear anything?
