Not fancying the sort of ripple effect that there is currently.

I dont really want to have to sand down or skim over my whole dash or interior.

Is there any other way to get a smoot finish on interior plastic?

also if I laquer the paint after i have painted this will give a nice shine and protect, but i have been told this could crack in the sun? i am going black and white. i know black attracts the sun. is there anything i could do to stop this from happening?
cheers :D

interior/exterior, doesn't matter, all the same

and you have to do some sanding to remove the texture aswell as using a high build primer

remove it
sand it
prime it
color it
lacquer it
leave it
replace it

Who ever told you about the paint cracking was sort of correct. If plastic has been painted black and clear coated when it gets hot inside the car and expands it can crack a little or craze because the paint can't expand as much as the plastic . Normally only happens on larger things such as dashboards and door cards painted in dark colours.
