As said ebay will be your best bet for some el cheapo ones. Be aware that you will be removing them come mot time though.

Hmmmmmm, can't yu just take the bulbs out and replace with standard ones for MOT mate?
And run the risk of getting pulled every other day of the year, while not being covered by your insurance since you're fitting non road legal parts. Fine + insurance increase + retest etc. Buy a car with factory hid lights.

 bit extreme, If I could afford a car with factory fitted HIDs I wouldn't be asking where the cheapest sets are:y:
Saying that I didn't know they where illegal in that sense

yur bt u int kwl if u dnt av hidz fytted! lyk, blindin ova rd uzers iz fckin kwl!
sadly, H4 HIDs dont come with the anti glare bulbs like H7R do... the anti glare bulb, will keep a beam pattern and keep them more appropriate for headlight units with the reflector based lenses. wont blind other road users, can be leveled correctly, and wont get you pulled every day.
luckily for me, i have H7 bulbs, and will be upgrading to H7R hids.
hid direct will be your best option for them.
just be aware of the potential risks if running with them.
im still waiting for the day to come to see a thread "been pulled for my hids" hurhruhur.
