New insurance policy!

I heard it on the radio about a new insurance policy for drivers between 18 and 25 or something. It sounds pretty mad really. You arent allowed to drive between 11pm and 6am. And if you do, you have to pay 25 quid everytime you do. Anybody else heard of it? Would you do it?
