Took my brother's 306 for its MOT last month, didn't have a dust cover on the N/S and it passed without an advisory :y:

Mine has not got them and not long passed, nothing was said...

I had them on my coilovers, just adds protection to your shocks so shit don't get in.

Would say they're not needed for mot as they're only there to stop debris ruining the shocks.
