am thinking about gettin my vtr lowered only about 40-60 mm what are the negative effects?

Stress on various parts and the ability to eat tyres.

Ride quality will also suffer and you'll find after a while more squeeks and creeks will be apparent but in saying that it should look and handle a 100 times better so its all worth it.

what if i go for a full kit instead of springs and only go down 40?

Thats a better option especially if its a decent kit but you'll still face minor problems.
