looks like something hydraulic/pneamatic?

any serious ideas?

move the 2 bars to the angle you want to bend to put the metal in between the ram and the bars and pump away. The ram will start to bend the metal

If its not working check the seals (they will normally be "o" rings) and top it up with hydraulic oil. It should be good to go.

It def looks more like a plate bender to me.

Pipe bender would be really heavy duty. You can buy attachments for these that are quick release couplings.
