Do you know that members have the ability to create new threads in the General Chat section? Wouldn't the three threads that are currently there be better moved to their appropriate regional section and thus disabling the ability to create new threads in the General Chat section?

No, the general regional section is there to discuss general activities which may not be specific to one region.

People dont use the section a great deal, but thats no worry...
