So my car failed its mot on rear brakes as they don't provide enough force, how much would be a fair price for a garage to swap front and rear brake hoses, calipers and handbrake cable?

Labour per hour is around £40-£50 here.

£25 i got charged to get mine all my 4 changed. (supplied the braided pipes though). I was going to do it myself but it looked a ball ache.

depends if they can get the hoses undone from the brake pipes. If not they'll need to be cut off and new brake pipes made, not difficult but will take time and I recommend doing it yourself as its easy work.
Handbrake cables are easy providing you can get them out of the caliper end
