Removing what looks like cement?

Since i got my Leon i've noticed that on the front end (especially under the side skirts) there's a lot of grey, solid stuff that looks like cement. Cant seem to budge it, anybody got any recommendations on what to use? Tried tar remover and a heat gun but nothing's worked..don't really wanna scrape it..

Autosmart congo is made for that sort of job. Expensive tho! Can also try some sort of acid based chemical to react with the lime in the cement but just be careful with acid on paintwork! Hope this helps
