Nope not true - there's a big tuning scene over here as well. Maybe they were staring at you as you steering wheel is on the other side - I get it all the time ;)

It's in Switzerland that you'll have problems with mods but not here in France.

Although no excuse for the lack of taste with the prime example I posted - really is a pile of 5h1t ... those things are lethal, top speed of 75kph and no license needed (they're used mainly by old, blind, deaf farmers or by people who've either failed their test or have had their license removed for drunk driving etc. Nightmare to overtake on the small lanes as they're quite big and the drivers are a liability.
