What was the program called that used to allow people to turn up in there car and race round an airfield?

Quick description:

Was on Mtv/viva iirc?
2 people turn up
Choose a set of mods to apply, i.e handling, speed etc
Cheesey american host
English show
Raced around an air field
The show modified the cars (quite badly)
Winner won the other persons car?
